Hon. Ibrahim Khamis Mutwafy has served as County Executive Committee Member for Blue Economy, Cooperatives, Agriculture and Livestock since his appointment in Governor Abdulswamad Sheriff Nassir's July 2025 cabinet reshuffle, succeeding Kibibi Abdalla in the docket.
The department was consolidated to bring fisheries, livestock production, cooperative development and agriculture under one policy roof — reflecting the county's push to treat Mombasa's coastline as an integrated economic asset rather than separate sectors.
He also serves as a member of a public university council, following a July 2025 Ministry of Education gazette appointment.
